The 74th Constitutional Amendment Act, 1992 provided constitutional status to municipalities.
Article 243W enables state legislatures to endow municipalities with powers required to function as institutions of self-government.
The Twelfth Schedule includes subjects such as urban planning, land-use regulation, roads, water supply, public health, sanitation, solid waste management and urban forestry.
Almost every one of these functions has a connection with flood resilience.
