Global Drought Resilience Architecture: UNCCD COP17 Launches DRI and DRIF

At the 17th Conference of the Parties (COP17) to the United Nations Convention to Combat Desertification (UNCCD), a new global drought resilience architecture was officially launched. This framework aims to transition global drought management from reactive emergency response to proactive technological preparedness. The launch introduces two world first instruments: the Drought Resilience Index (DRI), a comprehensive technical monitoring metric and assessment tool powered by AI analytics, and the Drought Resilience Investment Facility (DRIF), a global catalytic financing platform dedicated to de risking and scaling drought resilience projects worldwide.

Transmission Constraints Threaten to Curb India’s Renewable Energy Expansion

The E20 Transition and Policy Friction

On 1 April 2026, the Ministry of Petroleum and Natural Gas mandated that all fuel stations across India dispense petrol blended with up to 20 % anhydrous ethanol (E20) having a minimum Research Octane Number of 95, after a February 17 2026 notification. The move, aimed at cutting fossil fuel imports and boosting renewable energy, instantly eliminated unblended (E0) fuel from retail pumps. However, about 77 % of the country's 310 million petrol vehicles – chiefly pre‑2023 two‑wheelers – are not engineered for E20, leading to reported mileage drops, higher maintenance, and fuel‑system corrosion. Tests across 21 states uncovered chloride levels far above the 3 ppm safety ceiling and water content exceeding 13 000 ppm, intensifying public and industry concerns.

Coastal Erosion in Odisha

Union Minister for Ports, Shipping and Waterways said that about 28% of Odisha’s 564 km coastline is undergoing erosion. This is based on a study by the National Centre for Coastal Research (NCCR), which carried out a comprehensive assessment and mapping of shoreline change analysis along the Odisha coast for the period 1990 2022. The NCCR monitors long term shoreline changes across the Indian coastline.
