The Pacific Islands Forum (PIF) is the principal political grouping for regional cooperation among Pacific island countries and
territories.
It was founded in 1971 as the South Pacific Forum and later renamed the Pacific Islands Forum.
Its agenda spans climate change, ocean governance, security, development, connectivity and regional diplomacy.
Pacific island states control vast Exclusive Economic Zones (EEZs) despite having small land areas and populations.
For India, the region matters through FIPIC, climate cooperation, development partnerships, maritime links and wider Indo-Pacific
diplomacy.
WHYINNEWS
The Pacific Islands Forum is in focus as Pacific island countries seek stronger collective influence on climate finance, ocean governance
and strategic competition.
The grouping is important because small island states possess large maritime zones and significant diplomatic weight in multilateral
institutions.
For India, understanding PIF complements knowledge of the Forum for India-Pacific Islands Cooperation and the broader Indo-Pacific.
TOPDATA & FACTS
PIF was established in 1971 and originally operated as the South Pacific Forum.
Its secretariat is based in Suva, Fiji.
The grouping brings together independent Pacific island countries as well as Australia and New Zealand, with arrangements for
associated members and dialogue partners.
Regional leaders use the Forum to develop common positions on political, economic and security questions.
The concept of the Blue Pacific Continent emphasises a shared oceanic identity rather than viewing island countries as isolated small
states.
Climate change is treated as an existential security issue because sea-level rise, extreme events and ocean changes threaten
settlements and economies.
Pacific countries collectively manage enormous maritime spaces rich in fisheries and biodiversity.

Under the UN Convention on the Law of the Sea, coastal states can exercise resource rights in an EEZ extending up to 200 nautical
miles subject to legal conditions.
Tuna fisheries are economically important across the Pacific.
Regional cooperation also addresses illegal, unreported and unregulated fishing.
The Forum is not a military alliance.
Australia and New Zealand are major traditional partners, while China, the United States, Japan, India, France and others have increased
engagement.
Pacific leaders frequently stress that external powers should respond to island-defined priorities rather than treat the region only as a
strategic chessboard.
India's dedicated outreach mechanism is FIPIC - Forum for India-Pacific Islands Cooperation.
India's cooperation areas include health, digital public infrastructure, renewable energy, capacity building, disaster resilience and
development projects.
The strategic importance of Pacific states is amplified by voting power in international organisations: each sovereign state has a voice
even when its population is small, making respectful diplomacy more valuable than purely transactional engagement.
Climate security in the Pacific includes freshwater loss, food insecurity, coastal erosion, disaster displacement and damage to ports and
airports, not only the eventual possibility of islands becoming uninhabitable.
HISTORICALPERSPECTIVE
Pacific regionalism grew during decolonisation as island leaders sought a forum in which they could discuss political issues more freely.
The South Pacific Forum was created in 1971 and evolved as membership and regional priorities changed.
The renaming to Pacific Islands Forum reflected a broader geographic and political identity.
Climate diplomacy transformed the region's global role: small island states became influential advocates for stronger mitigation and
climate justice.
Recent strategic competition has increased diplomatic attention, but island governments continue to emphasise sovereignty and
development priorities.
ECONOMICPERSPECTIVE
Many Pacific economies depend heavily on tourism, fisheries, remittances, aid and public-sector activity.
Geographic isolation raises shipping, energy, internet and construction costs.
Large EEZs create valuable fisheries revenue but require surveillance and regional management.
Climate disasters can destroy a large share of national infrastructure in a single event.
Digital connectivity and renewable energy can reduce some structural disadvantages.
Development finance is useful when it avoids unsustainable debt, respects local procurement capacity and funds maintenance.
Maritime boundaries are economically critical because stable EEZ rights support fisheries licensing and seabed jurisdiction; sea-level rise
therefore creates legal as well as physical concerns.
Regional organisations can pool scarce technical capacity, for example in fisheries science, procurement, cyber security and disaster
forecasting, reducing the disadvantage of very small administrations.
GEOGRAPHICALPERSPECTIVE
The Pacific is the world's largest ocean and contains widely dispersed island chains across Melanesia, Micronesia and Polynesia.
Small land areas can coexist with very large maritime jurisdictions.
Many islands are volcanic and mountainous, while others are low-lying coral atolls only a few metres above sea level.
Distance from major markets increases logistics costs and complicates disaster response.
Ocean currents, cyclones, coral reefs and fisheries connect environmental processes across national boundaries.
Sea-level rise can affect freshwater lenses, coastlines and habitability even before land is permanently submerged.
ENVIRONMENTALPERSPECTIVE
Pacific states are among the strongest diplomatic voices on limiting global warming.
Ocean acidification and marine heatwaves threaten coral reefs and fisheries.
Plastic pollution and abandoned fishing gear are transboundary problems.
Deep-sea mining creates a major policy debate between potential mineral revenue and uncertain ecological risk.
Nature-based coastal protection, mangroves and coral restoration can complement engineered adaptation.
Climate finance must reach small administrations that may struggle with complex project-approval procedures.
SOCIALPERSPECTIVE
Climate impacts can threaten culture, ancestral land and community identity, not merely physical assets.
Labour mobility programmes can provide income but may also contribute to skills shortages at home.
Traditional ecological knowledge is valuable for fisheries and disaster preparedness.
Health systems face high costs because populations are dispersed across many islands.
Education and digital links can reduce isolation.
Any relocation caused by climate impacts raises difficult questions of rights, citizenship, land and cultural continuity.
POLITICAL / GOVERNANCEPERSPECTIVE
PIF gives members collective bargaining power in global negotiations.
Regional consensus can be difficult because members vary greatly in size, strategic outlook and economic structure.
External partners should align projects with the 2050 Strategy for the Blue Pacific Continent and national priorities.
Maritime-domain awareness and fisheries surveillance are areas where cooperation can deliver practical security benefits.
India can expand engagement without forcing Pacific states into binary geopolitical choices.
Climate credibility is central: partners seeking influence in the Pacific are judged partly by their own emissions and climate-finance
commitments.
Undersea cables are strategic infrastructure for island economies; redundancy matters because a single cable break can disrupt finance,
government and emergency communications.
External infrastructure finance should account for cyclone standards, corrosion, maintenance and spare parts, otherwise a project may
create a visible asset without long-term resilience.
PROS
Amplifies the voice of small island states.
Supports regional climate diplomacy.
Enables fisheries and ocean cooperation.
Coordinates disaster and security responses.
Creates a platform for development partnerships.
Promotes a shared Blue Pacific identity.
CONS
Members have diverse strategic interests.
Large distances make implementation costly.
Dependence on external finance can create leverage concerns.
Consensus can be slow.
Climate needs exceed available finance.
Great-power rivalry can distract from island-defined priorities.
ACTIONABLEROADMAP
Keep climate adaptation and ocean governance at the centre of regional engagement.
Simplify access to climate finance for small administrations.
Strengthen maritime surveillance against illegal fishing.
Expand resilient digital and renewable-energy infrastructure.
Respect Pacific-led priorities and avoid transactional geopolitical competition.
Support health, education and capacity building through long-term partnerships.
Protect ocean biodiversity while evaluating deep-sea resource proposals cautiously.
For India, deepen FIPIC-PIF complementarities in disaster resilience, technology and human development.
India's comparative strengths include affordable medicines, digital public infrastructure, solar cooperation, training and disaster response,
areas that can be scaled without demanding exclusive strategic alignment.
The most durable Indo-Pacific partnership is one that treats Pacific countries as agenda-setting actors with their own security definitions
rather than as locations in competition among larger powers.
